Because this clearly isn’t the case.

It’s not based on group input.
And if you bring reasons why you think a chapter is rising or falling you’re bullying.

Most chapters will allow their rank to fluctuate…. chapters such as

Theta Chi, Sigma Chi, ATO, PhiDelt, DU, DSig, FIJI, TKE, PiKapp

or

KD, ZTA, ADPi, TriDelt, PiPhi, Axid, Aephi, Kkg, DZ, GPhi
