Who makes the ranks? What are they based on? I am confusion.

Ranks are self-made by the ones that believe they are better than other. Then the new potential members rush to that group thinking it must matter. IR 80% of the other sororitys believe the so called top tiers are mostly superficial and laugh at them when they say how great they are.

The top houses are generally more popular and are harder to get in during rush.

the top houses are more desirable, likable, and popular during rush, so they have to be more selective and cut more girls. houses like ZTA DDD ADPI KD DG (and AOII kinda) usually have more pretty girls and look very put together, and put on very likable rushes.
