No. Only houses that didn’t make quota would have the opportunity. Quota has not been set. It is set by dividing total number of PNM’s AFTER pref and sign a MRABA by the number of chapters. It’s reset every year, so it doesn’t matter if the number of PNM’s is 500 or 5000, the calculation is the same.

The answer is no.
COB exists to maintain equity among the chapter memberships, not as a secondary recruitment. It has nothing to do with the number of pnm's in the recruitment process.
After Bid Day, panhellenic will reset Chapter Total based on the new membership numbers, and any chapters under that number, and/or that did not reach Quota on Bid Day, could COB up to that number if they choose.
Total is not set to force chapters to get up to a certain number, it is set to allow the memberships to stay roughly the same.
If there are fewer pnm's then both Total and Quota are set lower.
