What makes a ranking??

So what makes someone "rank" a sorority higher than another? Is it the legacy/history of the chapter? The amount of representation on campus? The ability to put of a show during recruitment? Retention? In state/ out of state? The amount of money a member has? Followers on social media? The prettiness of its members? Grades?
I am so confused what it actually is that makes women rank other women.
