can you get into a top fraternity without legacy?

I heard this is typically the norm for pledge classes to be filled up with legacies and people actives know before the fall semester starts for SEC Greek life. Is this true?

Auburn, uga, bama all do that and pledge class built before “formal rush week” starts, uf ifc is too strict for that. To get ahead of the game do summer B, take an easy class, make some friends, active brothers tend to come back in the that term to recruit lowkey, highly recommend for out of state kids
