google the chapters and find their web pages. They all have one. They likely have the recruitment chair (or at least last year's recruitment chair) email address. You can start there. Same on facebook. Also, if you are a legacy or know somebody that was in the chapter that is going to prepare a rec for you, ask them to reach out and let the chapter know of your interest and their impending recommendation.
