#1 by: Yes
As long as it's before the no contact period begins (which begins after finals week in May), NMs and Actives are allowed to contact PNMs over social media and it's perfectly fine-and to your advantage-to respond. But make sure ALL of your social media accounts (FB, Twitter, insta etc) are all clean and appropriate, bc actives do look at these things, and it can either have a very positive or very negative impact on your recruitment.
