How is ZTA a top house if they’re comparable to Aphi

Aphi is a bottom tier house at Alabama.. if ZTA is supposed to be a top house, shouldn’t they be more in Phi Mu or KKG’s
league rather than Aphi?

Everyone knows the top 3 houses for hottest girls are Phi Mu, Zeta then APhi.
Top Tier - PM
Mid - Zeta
Lower - APhi

Same category but different tiers.
