5 houses on Jefferson are New Row & each is affiliated.
Phi Psi is on University, but is not New Row..nor are they affiliated w/ the machine
ATO is New Row, but not affiliated.
Sig Ep is New Row, not affiliated.

Trying to understand your point, especially the NR tag.
From the historical context, old row houses are the Fraternities that stayed on University when all the other fraternities moved to bigger houses on Jefferson back in the 1950's. To be consider New Row you had a house on Jefferson so Beta and Sig Ep are not new row.
In practice, anybody not Old Row was considered New Row.
In today's context you have University houses and Jefferson houses, the whole New Row tag has gone away.
