filler girls

I keep seeing the term “filler girls” a ton, mostly used for OR houses. I think the idea is that they’re not on a house’s list of top girls, but the pc is not full yet, so these girls (sometimes legacies) fill in those spots. Y’all seem to think just because a girl is not from the south she can’t be a top for a house, so she must be a filler. Maybe to a handful of MB, Mobile, Tuscaloosa girls they’re just fillers, but keep in mind how many OOS girls are already in houses, particularly OR in this sense. If a girl from day idk Chicago in KD (this is a random scenario) knows a girl from home coming through and puts her on her house’s top list, and she gets a bid, that doesn’t mean that girl is a filler. She had someone who really wanted her, the active’s friends probably talked to and liked her that week, and she was probably advocated for in the PC group chat. Enough girls liked her that it’s not just a random complete surprise of a filler girl who ends up there on bid day. As houses we have to make huge lists of tops, way more than we can fit in a PC. Not every girl in there is going to be from Vestavia or Atlanta or Charlotte or NOLA or even Texas.
In my OR house, a lot of the innstate girls actually got excited about some of our OOS tops. They weren’t from “their cities” but hey us OOS girls were excited and so were our rush chairs, so a lot of them actually made an effort with them, and voted for them. Some of these in state tops my OOS friends and I couldn’t care less about, but they’re not fillers. Some of them are girls the in state actives get so excited about and tell us about them, so guess what, they’re our tops too now.
Another thing is rush crushes. Since hometowns are so crucial to recruitment, an active might see a PNM is from say, San Francisco and so is she, and pick her up. Maybe there’s a rush crush and the active promotes this girl all week. If a group of girls gets excited enough about her, and gets in state girls to actually vote HIGHLY (not just an eh whatever vote), again she is handpicked, and not just a random girl to fill a spot. Maybe a small group of Mobile or Hoover girls are indifferent, maybe a Montgomery mom is, but just because all of OR isn’t fighting over a girl, does not mean she’s just a random “filler” and nobody in the house thought she was important enough to actively vote for.
A lot of tops are not tops for every house y’all. I see girls on social media that Phi Mus are going hard for, that aren’t even on my house’s list. I’m sure there are MB, Mobile or Mississippi girls KD, Kappa and XO are going for that aren’t on Alpha Chi’s top list. It’s jusy the way it is. So, just because a girl is not a top of all tops, on 4 house’s top lists, does not mean she’s a filler girl.
Obviously this does not apply to random legacies the actives don’t even know about that show up in every house.

I’m in a house that people always say takes mostly fillers.
I’m not from one of the big cities our house rushes from. I’m not in the “big popular group” in my PC. I’m not a legacy and neither are any of the girls in my friend group. Being on the other side of recruitment, our house actually looks for reasons to drop legacies early on that wouldn’t fit.
Just bc I wasn’t one of the girls rushed by one group in my house, doesn’t mean I wasn’t wanted. I was rushed hard, and chose this house because of my experience with the girls I met during rush. Every girl’s rush experience is different, so go through rush yourself and figure out where your best fit is. No matter what house you end up in, you aren’t just a number taking up a spot in the PC. You’re there because at least one girl in the house saw positives in you and thought you’d be a good fit.

Truth is there's a reason why the "filler girls" didn't go new row and it's because they genuinely didn't want to! And before you jump down my throat about old row not being what it used to be, it has nothing to do with the label "old row" these houses are just better all around and desired by ALL pnms based off the qualities these houses have to offer, not the fact that they're old row. There was a time where all the NR girls, who preach that they hate old row, went through rush and loved the OR houses and we're heartbroken when they were cut.

My experience has honestly not been like this. I’m sorry it’s that way for you, but it’s not everyone’s. Yes there were pre-established cliques from hs, but there are in state girls looking to also meet new people. There are two girls from the “in state clique” having a great time all over social media on trips with OOS right now. There’s about 3-4 girls in my pc who actually act like you described. I know my little was my rush crush and not a “random filler girl” because the 2 in state girls girls that talked to her philanthropy and sisterhood rounds came up and asked my hometown her and they really liked her. As far as exec, it seems in most houses including NR, a certain clique will control exec. It sucks but it seems like that’s Greek life. I have NEVER not made it to a sisterhood event bc the in state girls filled up the list too quickly.

Seems every house has “filler girls”.
In general, each PC in every house is going to have a smaller subset of girls who are “popular”, get posted on social media, take control of key positions, have their own group message, etc.
The others are exaggeratedly called “filler”. But you get the point
This isn’t an OR or NR thing. True in every house.
HOWEVER, I would say that in OR this “lead” group is likely to be predominantly (not exclusively) created form some HS carry over
