was wondering

I've always been really curious about this and just thought I'd ask. I constantly see Phi Mu ranked on top as a top tier house with looks & everything but when I go onto their page and look at their members, especially the PNMs, I really don't see "top." The PC 17 class look really average to me so why are they labeled the pageant queens and hottest girls?

Not sure where you are looking at their "PNMs" but I would agree that no single sorority has nothing but beauty queens and hot girls. Phi Mu is among the houses that have the reputation for having mostly pretty girls, but all houses have a lot of pretty girls.

Many many houses post fab stuff about theid own houses to build themselves up on this site. Most rankings on here are posted by alums who graduated and dont want to acknowledge that 400 member houses all start looking the same and are not that different from each other.

Would describe them as fashion focused and put together, known for girls in "all the right brands".

As far as looks, agree with your assessment, meh.
