there was a thread on this a few weeks ago...
but in general, you can wear whatever colors you want. like someone else said, most houses tend to wear either white or black dresses on pref, so you might blend in a little, but it won't severe a bid. and if you make it to pref, then the house already has a huge interest in you and the color of your dress isn't going to be the thing that breaks said interest.
also, some girls wear the sorority's color of the house they want... so for example if you want GPB you might wear pink, if you want KKG you might wear blue. but doing such isn't common.

No if you like the dress wear it. So many pnms wear white and black too when I was coming through I thought we were supposed to. But especially if its both colors, us actives will be wearing solid white or solid black so you'll still stand out. Good Luck!
