spring tea "dress code"

Is it better to be too dressed up at Spring Tea vs. not dressed up enough? I don't get why the invites say "causal attire" when it seems like everyone is recommending not too casual!! I plan on wearing a single color shift dress from J Crew with low strappy heels. Good or too dressy?

I would wear wedges instead of heels and then that'd be perfect
