Informal recruitment???

a snap bid happens when you drop out of recruitment or get dropped by both houses you prefed. basically if either of those happen you get put on a special list and if a house doesn't fill their pc through bid matching (like not enough of the girls they brought back to pref end up in their pc) then they can fill the remaining slots by “snapping” up girls who are eligible. However, if you suicide bid and did not get the house you suicided, you aren’t eligible for a snap bid. you either have to not have prefed any house or prefed both of your houses and been dropped from both.
COB is basically informal recruitment where houses fill extra spaces in their pc that may have opened up bc girls who got a bid dropped or for some other reason their pc isn’t full. lots of houses do it but to get a top house through COB u have to be connected bc they try to keep the fact that their doing informal as quiet as possible

nope, any grade can join! Really most chapters will only rate you lover if you're a junior. freshman/sophomore is about the same.
