whats up with 10 heel 10miler locking down residents

with no not or warning residents were prevent from leaving. new routes for the 10 heel 10 miler should be chosen, to prevent locking people in for such a frivolous purpose. and that frivolity should be forewarned with a note beforehand to prevent the loss of money that comes from a sudden unnounced lockdown of resident. all the offcials involved should be ashamed and pay a 3300 fine to the effected residents. if they fail to pay the fine, it should be doubled each day till its paid. I say we have referendum on the next ballot, by gathering 250k signatures, an initiative to prevent resident lockdowns, giving no leeway for these situations to ever occur again, reestablishing our natural rights, and making new laws with strict consequences against all those involved in lockdowns.!!!!!!!
