Why do some sorority girls say “I hope to see you back” to PNMs? Aren’t they not allowed to say that? Are they lying just for giggles?

they really shouldn’t be saying that! but technically as long as they don’t say “see you soon” or “can’t wait to see you next weekend,” i think it’s okay

Don’t be tricked by GPhi, they’re known for saying “see you next weekend” to PNMs and not calling them back.

They are all being polite and trying to keep your interest in them because it's their job to do so; they are recruiting. There is a world of difference in 'hope to see you back' vs 'you will be invited back.' What do you expect them to say, "Don't let the door hit you on the way out?"
