Why do Pi Phis have such a bad reputation?? aren't they a top house?

They're hot, very social, and know how to party so guys love them. However, from a girl's perspective, they're seen as exclusive, stuck up, and to have a bad sisterhood (as a whole). Some individual Pi Phis are absolutely wonderful though.
