Do you need letters of recomendations to rush at UT? If you have a 3.2 GPA and community service and a rec to every house will most invite you back? I'm worried I won't get invites. Does being instate/out of state help or hurt at all?

You don't NEED a rec letter. I didn't have one, and I'm in a top-tier. It IS possible. Some sororities need one, like ChiO and ADPi. Instate/outofstate doesn't matter, you will do great!!!
