does boulder do something called snap bids? a girl in my dorm got dropped from recruitment and then got a call and a bid from chi o. how does that work??? is a snap bid the same as cob?

Was it a snap bid or cob (continuous open bidding)? If a pnm gets a call that they have been released from recruitment, a house that did not meet quota can offer them a snap bid which is an instant invite. This happens on bid day, but cob can happen anytime.
