where can gphib build?

I haven't heard of any real movement on them building a chapter house, but I have heard the "2017" that's been thrown around lately. So, I'm assuming they've had to decide on something (other than "yes, let's build a house")!

So, where COULD they build?
My guesses: between PiPhi & Sigma Nu, south of DZ on 13th... and that's what I've got so far.

2017 was never a lie, it was a tentative goal of when they HOPED to have it built. They now suspect that it will be finished later, and thus adjusted their estimate to fit that. They were never guaranteeing the original timeline, thus you can't really call it a lie
