Why do people say SK's sisterhood is bad?

I thought lower tiers were known for having the best sisterhood.

I know their have been some issues in the past with SK but they have not been known to have the best sisterhood.

Their are top and middle tiers that have great sisterhoods as well. ADPI, XO, DZ to name a few
