Yes they can be tough cuts. It’s hard for us to say what your chances are but top tiers have to drop the most each round due to return rates.
Prefs are different. Houses don’t ‘cut’ but have bid lists and all PNNs are ranked on the lists. I know that many chapters have to put legacies at the top of bid lists after prefs. The bid lists are matched with the PNM ranking.

As many have already felt, top tiers want to make sure they have their numbers, so they will do a BIG cut after round 3, which some call dirty rushing but others say hedging their bets and securing their top spots. Mids are pretty likely to keep you if you rank them 1-2-3, within reason.
