quota additions

I have noticed quite a bit of recent bragging about quota additions (getting more girls than quota), which typically is a nice bonus of a few extra girls for some houses. These are girls that would otherwise be released from rush because they were too low on chapter bid lists, but since they maximized their options or only had one option, Pan has the obligation & the latitude to manually place them so they can get a bid. So how does one chapter end up with not just a few extra girls, but a lot more? Well, Pan's overall goal is to strengthen every chapter. For instance, our newest chapter started the year with the lowest numbers. In an attempt to strengthen them, they were allowed more additions than any other chapter. This is a nice thing to do, but I have now seen it used as a bragging point and to try and put others down (particularly the chapter that did not make quota). Getting that many extra girls is a good sign for future growth, but is also a sign of poor past numbers and a high drop rate, and therefore an extra boost was allowed...not necessarily something to brag about, but something to build on instead.
