The computer matches up PNMs and houses up to quota. Then, if there are women who followed all the rules but still haven't matched with a chapter, the computer puts them at their first choice as a quota addition. It doesn't mean anything about the house itself, and no one ever has any idea who the quota additions are. The only thing I'm not sure of is if/how any upperclassman quota fits in.

They are not necessarily put in their first choice, to get over 5% of quota with quota additions, like Gamma Phi did, a conscious decision by Panhellenic is made to help their numbers. Girls are guaranteed a bid for maximizing options, but not necessarily a bid at their first choice. Once a chapter is at quota, it is a numbers game on where an extra pnm (who would otherwise be cut completely) will be placed. That is why some folks feel they got "stalked" by their last choice and are upset that they have been placed in a chapter that they were not able to shake off...however, they should feel grateful for at least getting a bid, because without the RFM bid guarantee, these girls would normally be dropped completely by all houses and have no bid day.
