Top tier is always most selective, that's part of what makes them top. Whoever is wanted most is the most selective, and sadly most freshmen come in thinking "I want top tier most" and tend to gravitate toward wanting those houses more, which allows those houses to be more selective.

Literally this. A good amount, if not the majority, of PNMs do not automatically want to join ADPi, KD, or ZTA. Most girls are going through recruitment to find a sisterhood and friends, not just a superficial title. Yeah, there are girls that go in looking to be in the top houses, but that is the minority. The truth is all houses are selective here. I'm in a mid house and we've released girls who I've seen end up in zta, adpi, kd, dg, aopi, etc. We've had girls we really want pref us and end up in phi mu or sk. Your letters do not make you better than anyone else on this site, or in the real world. So please stop with this petty crap, because it's not only making greek life look ridiculously superficial, mean, and stereotypical but it's discouraging for PNMs who want a genuine sisterhood to come on here and think that they will be "rejects" because a house like ZTA dropped them. And I'm not saying that there aren't wonderful women in any of the houses I've named, my point is that there are wonderful women in every house, so stop characterizing hundreds of women as rejects because that's beyond rude and ridiculous.

I'd say top tier usually have the most liberty to be selective, but everyone is. For example the same girl who fits in with ZTA probably won't fit in with say AEPhi as well, so AEPhi could drop her after round one meanwhile she ends up ZTA. Each sorority knows who is likely to be a good fit and who is not, and will probably drop the bad fits pretty quick, no matter the tier.

Don’t get caught up with the excitement of being in new digs. Typically, chapters have trouble attracting the better PNMs when they’ve relocated temporarily and then promise more than they deliver the first rush in their new house. One decent rush doesn’t a healthy chapter make! You don’t want to get the wrong idea about the chapter by looking at the physical house and be disappointed. ..just what I’ve observed...
