On an individual basis it's pretty common to be on good terms or friends with people from different chapters. On a chapter to chapter basis not really. Most chapters do their own events with the exception of TKE and Sigma Chi who have a close relationship. In general though, no, you wouldn't just show up to another chapter's event and there's an "us vs. them" attitude.

SIgma Chi just rode on the coattails of TKE so they could have social events. They both suck

You've got an average of around 100 guys in the best fraternities (as low as 70 pre-rush and as high as 120 post-rush). You've also got between 110-150 girls in each sorority. Not everyone will show up, but you can reasonably expect at least 50 guys and 70 girls to show used for a TG.
