sooo we have to test to move back in to the house?

someone help me understand. per the email from Prez last night sorority and fraternity members will be tested in order to move back in. but, the tests dont show up until after we are all moved back in. so hows that supposed to work? and who is going to make sure we test? honor system? this all seems pretty stupid.
