Quota additions happen every year but you would have no idea if you are a qa or not When recruitment stats are posted after recruitment is over you can tell which sororities did qa bc they will have pledge classes larger than quota. Snap bids are very rare and the only people who know you are a snap is the pnm and the recruitment chair. You would get a call if a sorority needs to fill spaces to get to quota and this is done before pnm get their bids. So you would join your new pledge class just like all the other girls

Not every sorority gets exactly quota on bid day! One year we got a bunch more girls on bid day than quota, so there was obviously no need for snap bids. There's not many ways to tell which houses will be doing snap bids, but if you're interested, I'd contact the panhellenic recruitment officer (I'm not sure who it is but your rho gamma will be able to tell you I think). Usually it's the houses who are under quota or who barely hit quota but are willing to take more girls.
I'm not sure which houses you're able to receive them from- that's another question for your rho gamma. Honestly, people should be relying on them more because they probably have more answers than most people on this site.

can you get a snap bid from a house that dropped you/you dropped them or is it only the houses you have on your pref sheet?
