what makes a top fraternity?

From a girl's point of view a top fraternity must have:
-Hot guys
-The best parties
-Gentlemen

If you think that any house with "hot guys" and "the best parties" will also be "gentlemen", I have some beachfront property in Iowa to sell you. The more top tier a house is in terms of looks/ragers (i.e. what actually gets girls to show up), the douchier they are. Just how it is.
