Incorrect on Snap Bids. Snap Bids are used to fill Quota after bid matching and must be given out prior to bids being opened on Bid Day. They are never used to get up to Total. A Snap Bid can only go to a PNM who participated in recruitment. They are few and far between. Panhellenic resets Total right after Bid Day, and that's when COB may begin for any chapters that are below the new Total and/or still didn't end up taking Quota. It is not necessary to have participated in recruitment to be eligible for an Open Bid, but it is correct that chapters will always go first to girls they already know to offer these, most often girls they met during rush who didn't get a bid. It is difficult to get a COB if you are unknown because there are only a few spots, and not every chapter will need to or choose to. PNM'S: FALL COB IS NOT A SECONDARY BACKDOOR RUSH, YOUR BEST CHANCE FOR A BID IS DURING FORMAL RECRUITMENT.
