No house is ever forced to COB. Alright? Can we just correct that bit of misinformation for a moment? The University of Missouri does not force any house to COB. If a house is below chapter max, each sorority will talk with their Nationals about whether or not to COB and decide if they need to take another PC.
Even Sigma, at less than 250 girls, can opt not to COB if they wanted to but they won't because they're a whole pledge class less than other houses. They could though, if their nationals decided they didn't want to COB.
COB allows houses the OPTION to fill spots from girls who dropped/transferred/etc from Fall to Spring. It's not mandatory, it is a courtesy that PHA offers to every house below the chapter maximum.
Now, how does COB work?
- COB Events. Like the ones KD is putting on. Events where any girl can come and try her shot at getting one of the COB spots.
- Snap Bids: Usually the recruitment chair of a house will tell the members that they have a few spots to fill, usually less than ten, and have active members recommend friends of theirs that they think would be a good fit. There are no events and it's about who you know.
The ONLY houses that are ineligible to participate in COB are houses that are already at or above the house maximum.
Meaning, hypothetically, if the house Max was a hundred girls. Any house with more than a hundred girls or exactly a hundred girls is not allowed to COB. Because they don't have any spots to fill. They're at maximum.

I appreciate the thorough and knowledgeable explanation. However, you left one thing out. COBing is a blatantly unfair system. You can do everything right -- contact PHA, contact the house, send emails to the rush chair, talk with other members - and still never receive and invitation to an event (except, perhaps, the kind of event KD is doing, and I commend them for it). In general, COBing is secretive and depends more on who you know than what you have to offer. Panhel really needs to step in, or our system is going to get a reputation for being discriminatory.

If you want "fair", participate in formal recruitment. The whole point of INFORMAL recruitment is its not organized by PHA - there are no rounds, no preferencing chapters, etc. it's like this at every school with every chapter. Informal recruitment doesn't give you the best shot at joining a chapter because of the way it's run - which is stated on the PHA website - so for the best chance you should participate in formal recruitment.
