i know this has probably been talked about before but honestly don't really care to go back and look. Anyways, whats the best way to go about emailing a rush chair. Things to include etc without sounding like a desperate loser. Basically how to come off in a good way over an email.

I depends on what you are going to say. Are you just trying to introduce yourself? The silence period starts May 1 so pretty soon they won't be able to say anything to you, anyway.
