bitter about not getting a bid?

After perusing the boards for a few days, I've found that a common answer to someone saying something negative about a chapter (even if they seem to be just saying whatever it is, not going out of their way to make rude comments) is that the person must be bitter because they didn't get a bid from that chapter. Why is that? There are negative things about every chapter. There are positive things about every chapter. If someone points out a chapter's tendency to make a lot of things mandatory, why must they be upset that they didn't get a bid? I'm genuinely curious about this.
