Does it matter if your a legacy for a sorority at a different SEC school or your recs are from people who went to other SEC schools?

Generally, no. As long as your mom/sister/grandmother etc is an initiated member in good standing of a sorority that has a Chapter on Alabama's campus, you are considered a legacy to that group. Make sure that whomever you are a legacy through sends in a Legacy Introduction Form and an official Rec Form (available on their group's website, in their magazine etc) to the Chapter at Bama AND that you also have other alumnae send in recs for you to that Chapter-this will give you a leg up. You will generally be extended a courtesy invite to the 2nd round for being a legacy, and if you make it to Pref with that Chapter, you will be on their first bid list (so if you rank them first, you'll receive a bid from them). However, as I'm sure you know, every house on campus has 2-3x the # of legacies coming through than we do quota spots, so being a legacy gives you a 2nd chance to make a good impression, but if you aren't a fit, you aren't a fit. Also, of course it helps to be a Bama legacy and/or to have recs sent from Bama alumnae, but if your relatives and rec writers went to another SEC school, they are familiar with how competitive recruitment is, the "culture" of Greek Life, what will be expected of you financially and time commitment wise, what info is most helpful to the Chapters when they are writing their recs,etc. That will help you, as Chapters will understand that they have had the SEC sorority experience and are endorsing you for membership in a SEC Chapter.
