So I went through recruitment as a sophomore, fell in love with a house on skit but then was released from recruitment that day I don't have any friends in this house and they don't do cob so should I try again as a junior or just give up.

Give up on the house. If they had wanted you, they would have bid you.
IF you have close friends in a different house, you could try again, but everybody knows you've been through already. Sororities will only pledge a junior if they just transferred here, have excellent (truly outstanding) grades, have a top standing on campus, or have close, close friends or relatives in a house.
For you, I'm afraid the sorority ship has sailed.
