out-of-state getting bid

I've heard its extremely hard for out-of-staters to join a fraternity. What are the chances of getting a bid even though I'm from out-of-state? I'll be a second semester sophomore transferring from a university in California. I'll also be going for track & field too, if that makes any difference. What would be the best houses to possibly get a bid from?
