Again Phi Mu is not number one In fact, no one really is. There is a group top sororities . That group would include Tri Delt, Kappa, KD, AXO, Zeta,Chi O , AGD and Phi Mu. This is based on popularity with PNM’s and initial return rates at the beginning of Recruitment. These eight sororities pretty much have the same return rates after the first two rounds.The majority of their bid day list is filled with names that fell with in their quota range.

Return Rates Explained - Each sorority knows their own return rates as does panhellenic. They are never published for public information and usually the general chapter membership doesn't even know their numbers, just the chapter recruitment team. But you can tell a lot by the sizes of the new member classes. A much larger member class means not releasing as many pnm's because of having lower return rates.
The sororities that take the most over Quota cannot afford to be as selective, their rates of pnm's choosing to return is lower, so they invite back more pnm's each round to be able to match to whatever Quota is projected to be, which means they take so many more to pref that they end up with way over Quota because of Quota Additions. Quota Additions are how every pnm is guaranteed a bid if she ranks both her pref houses, even when it puts a house over Quota.
The sororities that take right at Quota or within about 10 above Quota have the highest pnm return rates, meaning they can be more selective and invite back fewer pnm's each round because they can be assured of getting almost every one of them back each round to end up with a bid list for pref that matches very close to Quota.
When looking at new member class sizes, it's important to look at them over about three years or so and not just at one fall. Any chapter can be given too many or too few release numbers by panhellenic in a given year, so looking at just one fall's worth can be misleading.
