what would rush look like for someone with a 3.8/3.9 gpa? is that good? is that bad?

GPA is usually just a factor in getting you past first cuts after that it really isn’t a biggie. I have known girls with a 3.6/5/ go down to 8/ 9 first round and girls with with a 3.7 + gpa have a full card for philanthropy than sisterhood invites come out and those 3.6 /5 girls have full cards and the 3.7 + girls are down to 3 or 4 options.
