You sign up and if a house is interested they will invite you.
Don’t expect a house to invite you if they dropped you during recruitment.
Truth be told, a lot of houses pull in friends of sisters through COB.

COB is invite-only. If a house dropped you, they will most likely not invite you. You can try to sign up though.
Sign up if you want to but be realistic about your chances. If you dropped out, the houses that wanted to give you a chance are the ones you decided you were too good for. Don’t expect that to change.

No, they are not eligible for it. The chapters that are not eligible to COB are at or over total.

I had a good card I didn’t want to give up but had a sudden serious family thing. I’m hoping any house will give me a chance for cob

It will still be different than FR. The sororities that will likely be open to you will likely be bottom tier. But they still have great sisterhoods!
