Yes it literally is... It's going to go down thetas bid list and match all the girls who wanted theta first until they hit quota. So yes, it matters where other girls before her ranked theta.

Both of you are correct:
1. If she is on Theta’s top list, then it depended on how Theta ranked her,
2. If she is on Theta’s bottom list, then it depends on how many other PNM’s ranked Theta first and therefore bid matched. If Theta had not made quota before reaching her name, then she would match.

No, it all depends on how Theta ranked her on their bid list, not how the other pnm's ranked Theta. If she puts Theta first and Theta has her high enough on their bid list to match with her before they reach Quota, then she'll get that bid.
