UA doesn't bring in Pahellenic groups without verifying there being financial support for eventual expansion. It's a lengthy process once they do get on campus to:
1. Build a large enough chapter to be able to self-perpetuate.
2. Establish a reputation on campus and within the national organization.
3. Determine where physical expansion is possible and what the financial need will be for the chapter.
In five years, they might not exist, or they might have a gorgeous new house (or have taken over another chapter's old house). Until they, they need to focus on bringing in quality women dedicated to the chapter and building a good reputation. The swing house is entirely sufficient until then.
To say "you need a mansion tomorrow or else u suck!1!" is rhetoric that fails to understand how Greek development works at Alabama and nationally.

DG had the power of the Provost (and soon to be president) Judy Bonner, an alumna, pulling for them, as well as available land for construction (The DG house isn't that old. DG also had a significant alumni base in the area and didn't need a significant amount of time to establish a reputation.
In fact, DG already had their new house in-construction right around the time they recolonized. DG re-establishing was a very coordinated effort.

If alpha phi gets one more “strike” (aka a massive scandal) then they get their charter revoked. GPhi and Kappa both are two strikes away.
