are there any schools where alpha phi isn’t too tier?

Yeah, there was a whole thing last year where an Alpha Phi at Michigan came out and leaked that their national consultants come in and tell them to cut girls that aren’t hot enough, even if the chapter wants them, and to give bids to hot girls, even if the chapter doesn’t want them for valid reasons (like QR/grades).
Like . . . A Phi’s whole strategy here is actually their nationals’ strategy for all their chapters.

You might not believe it if only one source is reporting it. But there have been many reports from actual Alpha Phis in different parts of the country saying the same thing. At some point you just know it's true.

It was also just really obvious what was going on if you paid any attention to Alpha Phi over the years. Ten years ago they had a bunch of chapters in the Midwest and South that were lower or mid-lower tier, and then at the same time all of them started taking the same kind of girl (fake blonde, stereotypically “hot” partiers). It was clear there were some kind of directions coming down from nationals. Nobody had any proof until that PDF though.

Even at non-party schools/low greek involvement schools (Yale, Georgia Tech, MIT, Johns Hopkins, Wash U, Case Western) they are still the chapters most focused on looks and having the hottest girls for that campus. My grandbig was a traveling consultant after she graduated and has some STORIES.

My uncle went OOS to another big uni and said they called alpha phi there “all for free”.

It depends on who is doing the rankings you see. If it is guys and alums, you'll see one ranking. If actual actives do it, you'll get another ranking. Guys always rank the beauties higher and alums always rank their house higher no matter what. So what you're seeing isn't necessarily that they're the house most pnms want, you're seeing that most guys think they're the prettiest.

There are no chapters where Alpha Phi has the worst returns of all sororities - unless they are new on campus - like UF. Even in that case they sometimes are not the "bottom" house after their 1st formal recruitment. Usually after the house is built they jump up to somewhere in the middle rankings.
The less prominent national sororities know this and those alums bash Alpha Phi non-stop on this site.
Alpha Phi offers their collegiate members new houses, scholarships, leadership training, heart philanthropy support, widespread alum support. Not just Alpha Phi - other strong nationals offer these same things. KKG, KAT, PiPhi, ChiO, and a few more.

At one of the universities in my state A Phi was closed because they were poor recruiters.

Hey - old alum - fyi - anyone can look rankings on this site. A quick look shows Alpha Phi in top rank at Cornell and MIT.
They are newer at Ole Miss, and UGA so they are in the low middle.
And what do you know about their national headquarters?
You are apparently a bitter alum of some group. Instead of focusing on APhi - maybe you should take some of that energy and figure out how to help your own group.
