Is it possible to get an old row bid without knowing many people and being from NC/SC if your sociable and good looking ?

no you should have started rushing earlier. Lots have the PCs filled already.

Its definitely possible, no one has their pledge class filled yet. You should get in touch with the rush chairs of each fraternity.
