A nominating committee slates officers, and nominations can also be made from the floor (there may be some variations among sororities, but this is Roberts Rules of Order and most groups follow it).
The previous officer rarely hand picks their successor. A recommendation, however, would carry weight with the nominating committee.
If you want an office, tell people. Do a very good job on whatever committee you're assigned. Attend all meetings, and show an interest in how things work. Ask officers questions. SHOW your interest, as well as tell members. Ask officers' advice.
