fraternity rush as a sophomore

It’s hard to say because the university took away sophomore quota meaning it’s entirely up to the sorority wether or not they want to take sophomores since their is no longer a quota they have to meet. That being said if they like you you could still get a bid but truthfully you are at a disadvantage since a lot of houses are looking for 4 year girls

Fraternities don't have all these rules regarding rush like sororities.
There are just some Fraternities that just will not talk to you unless you are legacy or graduated from certain private academies in Alabama and surrounding states. Rushing as a sophomore is not as big a issue as it is with sororities, use this year to become friends with guys in Fraternities you may want to rush. Guys in the dorms, classes and so forth. Get invited to some of their parties so you can meet more guys, if they like you they will approach you about pledging in the spring or next fall. Note: many houses don't do spring pledge classes.
