No, they are not against panhellenic rules. In the event that a house does not make quota through the bid matching process, they may offer bids to pnm's who did not attend the pref round, from either dropping out of recruitment or being dropped by all houses. A house may offer as many snap bids as they need to get to quota. Snap bids are given before bid day ceremonies so that girls who are snapped can run home with everyone else.
