panhellenic rush rules

I was looking through the panhel rules and potential fines for recruitment and theres a few I don't understand.
1) Not turning in a flex minus list to Greek Affairs. - $500 (whats a flex minus list?)
2)Potential New Members standing outside alone for longer than 20 seconds at the conclusion of a party. – $50/ each additional 20 seconds (I just don't get the wording on this one)
3)o. Questioning Potential New Members about grades. – $75/occurrence (but aren't academics an important topic?)

The last one applies to actives I believe. They have our grades so they know what they are if they need to look back and refer so they really shouldn’t ask. it kinda seems like a polite thing idk. as for number 2 I just assume they don’t want people roaming around freely and they just want you to be with your Rho chi group. No idea on first if anyone can answer?

First one is for rush team, don’t worry about it
Second one: timing. When a party is over girls are supposed to be continuously getting up and leaving the house. As they leave they (used too, really) stand outside of the house and line up again. You get fined if you let a girl out too soon and no ones behind her. Awkward as hell.
Third: grades are important but we have all their grades and there’s no point in bringing it up to girls while your talking. Can get weird fast and intimidate the PNMs

When I rushed 2 years ago I had actives hounding me about grades in several houses after I told them what I was planning to major in. And I definitely felt really weird in the moment. A common question they would ask is "oh are you good at math" and I was like um ??? I guess

For the most part we have whatever you send in with ur rec, so your resume definitely. If you send a transcript we honestly wouldn’t look at it unless something was suspicious. But we can access your transcript if we need to
