I'm a PNM and know nothing about the whole rushing process. Is it a really good thing if an active ask to follow you on instagram or is it typical for them to do this for most people?

It is a good thing! That means that they are keeping their eye on you. Do not take this as them 100% wanting you, but it does mean that they are aware of who you are and are interested in knowing more about you.
