Actually ZTA is more relevant than XO. Also more relevant than AGD. XO and AGD are the least relevant old row. Most see ZTA as being overall about where AGD is, but if you are OOS, then ZTA is going to be a better fit in most situations.
What ZTA lacks is strong leadership and traditions, which causes them to lose members over time and they have to take too many QRs. They may have the nicest house, actually, too.

You have too many tiers. Im generally ok with the three groupings, But you are trying to cut it way too thinly in my opinion. With each chapter having 400 girls, there is too much variation in each sorority to try to make such fine distinctions.
AXO, PM, KKG, DDD, KD, XO
ZTA, AGD, PBP, ADP
DG, GP, AP, AOP, DZ, KAT
No order in tiers!
