what happens to drop outs? grades

Ok let's just say girl X flunked her first semester she joined and dropped out completely of the university after finals.
Then girl Y got horrible grades but stayed in school and dropped out of her sorority.

Would either girls GPA be counted in for the grade report?

I think it depends on when the girls drop out vs. when the grades are submitted for the report. If a new member fails out or drops before the grades are submitted to the university, I don't think it gets counted.
